ECHA于2014年3月5日就邻苯二甲酸二环己酯等3物质统一分类和标签（CLH）提案发布了公众咨询，物质提案及评议提交表格也相应在网站发布，公众可以在2014年4月22日前就提案提交评议。

在公众咨询后，ECHA风险评估委员会（RAC）会结合公众评议的意见给出自己的观点，而欧盟委员会将基于RAC的观点决定物质的CLH是否可以采纳。如被采纳，物质的新分类将被收录在CLP法规附件VI中。在公众咨询期间，ECHA会将收到的评议发布在网站上，以促进利益相关方及时了解各方评议并给出反馈。
