Safety and Technical Standards for Cosmetics 2022: China Conducts Another Round of Consultation

To reinforce cosmetic safety surveillance, China NIFDC announced on September 2, 2022, to solicit public comments on the formulation and revision suggestions of the Safety and Technical Standards for Cosmetics until September 15, 2022. Local Medical Product Administrations and inspection departments, cosmetic associations, cosmetic enterprises, and research institutions are all welcome to submit suggestions, which should cover the revision type, aim and applied scope, the current conditions at home and abroad, etc. Relevant materials such as scientific literature and reports can be submitted to hzpbwh@nifdc.org.cn with suggestions. Cosmetic Registration: China to Implement the Electronic Registration Certificate System for Cosmetics from October 1, 2022

Starting from October 1, 2022, electronic registration certificates will be issued for special cosmetics and new cosmetic ingredients approved for registration, as well as special cosmetics approved for registration certificate change and renewal. On August 19, 2022, China NMPA issued an announcement stating that the electronic registration certificate system for cosmetics would be officially implemented from October 1, 2022. Cosmetics Regulation: EU Amends the Use Requirements for 2 UV Filters

On July 7, 2022, in a published official journal, the EU updated the use requirements for two UV filters in Regulation (EC) No 1223/2009 (Cosmetics Regulation), Benzophenone-3 (CAS No. 131-57-7) and Octocrylene (CAS No. 6197-30-4). The new amendments entered into force on July 28, 2022. Benzophenone-3 and Octocrylene are UV filters currently allowed for use in cosmetic products, and included in the List of Permitted UV Filters of the Cosmetics Regulation. In light of concerns related to their potential disrupting properties, the EU Commission requested the Scientific Committee for Consumer Safety (SCCS) to carry out safety assessments for both substances. According to the SCCS\’s opinions on Benzophenone-3 and Octocrylene, there is a potential risk to human health arising from their use in cosmetics at the concentrations currently allowed. China\’s First Clean Beauty Standard Released

On July 10, 2022, the Guangdong Cosmetics Association released the first clean beauty standard. Based on the concepts of openness, transparency, and traceability, clean beauty should be responsible for human health and safety as well as sustainable development, treat animals kindly, and take social responsibility. The stakeholders shall strictly control the risks arising from design, production, packaging, storage, transportation, use, and other stages. Cosmetic Ingredient Safety Information Submission: China NMPA Officials Clarify Most Concerned Issues

During NMPA’s symposium with industry associations, NMPA officials clarified that the purpose of ingredient safety information submission is to track and monitor problematic ingredients and products containing them, expressed the necessity to strengthen the information security management of the Submission Platform, and emphasized the responsibilities of registrants and notifiers. China NIFDC Consults on Three Test Methods for 72 Cosmetic Ingredients, Fragrance Components and Prohibited Colorants Included On July 8, 2022, China National Institutes for Food and Drug Control (NIFDC) launched a public consultation on three draft testing methods for 72 cosmetic ingredients, including 40 fragrance components, 24 prohibited colourants, and 8 hair perming agents. Shanghai Pudong: Coming Era of Cosmetics Personalization

The Provisions encourage enterprises to accurately develop general cosmetics that meet the individual needs of consumers, allow notifiers in Shanghai to set up business premises to provide consumers with personalized services, optimize the customs clearance for imported cosmetics, and provide ingredient supply and quality management services for enterprises in Pudong New Area, etc. On June 22, 2022, the draft of Several Provisions on the Innovative Development of Cosmetics Industry in Shanghai Pudong New Area (Provisions) was deliberated in the 41st Session of the Standing Committee of the 15th Shanghai Municipal People\’s Congress.
