According to the notice, cosmetic manufacturers that already obtain the hygiene license or record keeping certificate from SFDA, are allowed to apply for one-time modification of names, addresses, responsible agents in China together with product information that is under processing. Documents that have been submitted before need not submitting repeatedly.

With a view to filling in the blanks of some fields regarding to inspection of imported and exported food and cosmetics, recently, four industrial standards (HJ), formulated by Shan Xi Inspection and Quarantine Bureau, have passed the examination organized by the Certificate and Accreditation Administration of the People’s Republic of China (CNCA) and got the approval.

On 7 August, 2012, SFDA started to seek views on approval of Phenylethyl Resorcinol as a cosmetic raw material. The deadline for this commentary is 31 August, 2012.

Under the guidance of Measures for the Inspection, Quarantine and Supervision of Imported and Exported Cosmetics (AQSIQ Order 143), Shanghai Entry-Exit Inspection and Quarantine Bureau (Shanghai CIQ) published the notice on inspection of cosmetics imported into China through Shanghai Port.

With a view to strengthen the management of cosmetic raw material, China State Food and Drug Administration (SFDA) has released the second batch of IECIC on 28 June, 2012 for public consultation. The deadline for comments is 15 July, 2012.

According to Instruction for Use of Consumer Products—General Labelling for Cosmetics (GB 5296.3-2008), all ingredients shall be completely and authentically printed on the visible panels of cosmetics sales packagings to facilitate consumers to identify ingredients that may cause skin allergy and harm easily to some children and shall be listed in descending order of “quantity”. The names of ingredients should be in line with standard Chinese names translated according to International Nomenclature Cosmetic Ingredient (INCI). If a name is not covered by INCI, cosmetics enterprises can use the corresponding name in Chinese Pharmacopoeia, its chemical or botanical name.
