REACH24H Co-Hosts a Workshop with IFRA, KCII, and KFFA, Focusing on Fragrance Ingredient Safety Assessments

SEOUL, 20 December 2022 – On 15 December 2022, under the moderation of REACH24H KOREA CO., LTD (hereinafter referred to as “REACH KOREA”), a workshop on cosmetics safety assessment was collaboratively hosted by the International Fragrance Association (IFRA), the Korea Cosmetic Industry Institute (KCII) and KFFA (Korea Flavor & Fragrance Association), with about 200 interested pre-registrants participating online. China Clarifies Requirements for Completing Cosmetic Adverse Reaction Report

China National Center for Adverse Drug Reaction (ADR) Monitoring compiles the Guide Manual for Filling in the Cosmetic Adverse Reactions Report Form. The Guide Manual clarifies the filling-in requirements for two types of adverse reaction reports, individual cases of adverse reactions, and adverse reactions that may cause greater social impact. On October 1, 2022, with the implementation of Measures for the Management of Cosmetic Adverse Reaction Monitoring, China NMPA launched the upgraded new version of the National Cosmetic Adverse Reaction Monitoring System (hereinafter referred to as “system”) to facilitate stakeholders to submit reports. EU Amends Cosmetic Ingredient Use Requirements: 14 Newly Prohibited Ingredients and 2 Newly Restricted Ingredients

Early this year, the EU launched a public consultation on a draft Commission Regulation concerning using CMR substances (carcinogenic, mutagenic or toxic for reproduction) in cosmetics. On September 16, 2022, the EU introduced the finalized version of this Regulation. According to the Regulation, the adopted amendments will apply to all Member States from December 17, 2022. EU to Restrict the Use of Methyl-N-Methyl Anthranilate On February 1, 2022, the EU released an amendment to Regulation (EC) No 1223/2009 (Cosmetics Regulation), in which Methyl-N-methyl anthranilate (M-N-MA) (CAS No 85-91-6) was newly included in the restricted ingredients list with use restriction: The amendment is scheduled to come into effect from February 21, 2022. Cosmetic Ingredient : China Relaxes the Requirements for Cosmetics Ingredient Safety Information Submission

In addition to ingredient suppliers, cosmetic registrants, notifiers and domestic responsible person are now allowed to fill in and submit ingredient safety information documents by themselves on the premise of obtaining authorization from ingredient suppliers. Background The Provisions for Management of Cosmetic Registration and Notification Dossiers (the Provisions), one of the significant subsidiary regulations of the Cosmetic Supervision and Administration Regulation (CSAR), puts forward provisions on the submission of cosmetic ingredients safety information, which requires that: Starting from Jan. 1, 2022, for newly registered and notified cosmetics, the applicant shall provide safety information (ingredient safety information documents, namely Annex 14 of the Provisions, or the ingredient submission code) of preservative, sunscreen, colourant, hair dye, as well as freckle removing and whitening ingredients; Starting from Jan. 1, 2023, for newly registered and notified cosmetics, the applicant shall provide safety information on all ingredients. New Cosmetics Supplementary Testing Method: China NMPA Stipulates Eight Prohibited Antifungal Agents

The new cosmetic supplementary testing method applies to eight prohibited antifungal agents such as Elubiol and Ornidazole in cream, lotion, and liquid (water) skin cosmetics. Up to now, China has approved four cosmetics supplementary testing methods. On September 13, 2022, China NMPA released a new cosmetics supplementary testing method, BJH 202202 Determination of Eight Components Including Elubiol in Cosmetics, which specifies the determination method of the following eight prohibited ingredients. Eight Prohibited Antifungal Agents Elubiol (67914-69-6) 5-Nitrobenzimidazole (94-52-0) 5-Chloro-1-methyl-4-nitroimidazole (4897-25-0) Ornidazole (16773-42-5) Tinidazole (19387-91-8) Ipronidazole (14885-29-1) Ronidazole (7681-76-7) 1-(2-Hydroxyethyl)-2-Hydroxymethyl-5-Nitroimidazole (4812-40-2) The eight antifungal agents are mainly used in the medical field but are not allowed to be used in cosmetics.
