Hazchem: China Shandong Pushes Forward Hazchem QR Codes Application

Enterprises handling hazardous chemicals in Shandong shall fill in the complete registration information via the national online system before October 2022. On August 31, 2022, the Department of Emergency Management of Shandong, China issued the official document to outline the measures and targets for the Hazchem QR code application in Shandong province. It is noted in the document that hazardous chemicals manufactured or imported in Shandong must be affixed with the Hazchem QR code. China REACH: China MEE to Add 6 Substances into IECSC

On August 31, 2022, the Chinese Ministry of Ecology and Environment (MEE) published a public invitation for comments on the addition of 6 substances to the Inventory of Existing Chemical Substances in China (IECSC). Comments are welcome before September 14, 2022. Details about these substances can be accessed here (PDF – Addition of Six Substances into IECSE), including chemical name (both in Chinese and English), CAS number or Series number, molecular formula, structural formula, etc. These 6 substances were manufactured in or imported into China before October 15, 2003, which fulfilled the supplementation criteria but missed the previous supplementation window. They are now going to be regulated as existing chemical substances in China, and thus free from new chemical registration or notification requirements under the Measures for the Ecology and Environmental Management Registration of New Chemical Substances (MEE Order No.12). K-REACH: South Korea to Update Hazard Assessment Results of New Chemical Substances

On July 22, 2022, South Korea’s National Institute of Environmental Research (NIER) issued the NIER Announcement No.2022-317, seeking public comments on the updates of the hazard assessment results of new chemical substances registered under K-REACH. These registered substances were issued with English chemical name, CAS number., corresponding hazard properties, classification and labelling information, as well as the determination of whether it is classified as a toxic chemical substance. The public consultation ended on August 11, 2022. The proposed updates include: Adding 51 substances (Given No.2022-172~2022-223) as new chemical substances with the corresponding hazard assessment results, none of which is toxic; Updating the hazard properties, classification and labelling information of 32 new chemical substances that were previously assessed and registered under K-REACH; and Updating chemical names of 5 new chemical substances (Given No.2019-144, 2019-178, 2019-179, 2020-203, 2022-21). Dangerous Goods: Shanghai Strengthens Digitalization in Road Transportation & Storage

On August 8, 2022, Shanghai Municipal Transport Commission, jointly with the Shanghai Emergency Management Bureau and Shanghai Municipal Public Security Bureau, unveiled the Notification on Further Strengthening Management for Road Transport and Storage of Dangerous Goods (Hazardous Chemicals) in Shanghai (hereinafter referred to as the Notification), which has come into force from August 15, 2022. Shanghai, as a large port in China and an important manufacturing base for the chemical industry, is implementing the digitalization of hazardous chemicals management and supervision to ensure public safety and enterprise compliance. A digital information and supervision platform named Dangerous Goods (Hazardous Chemicals) Road Transportation Whole Process Management System (hereinafter referred to as the System) has already been launched, which enables authorities to easily access updated information and dynamically supervise and individualize responses to practice situations. Japan CSCL: 185 New Chemicals Substances Evaluated as General Chemical Substances

On July 29, 2022, the Japanese Ministry of Economy, Trade and Industry (METI), Ministry of Health, Labour and Welfare (MHLW), and Ministry of the Environment (MOE) released Joint Notice No.4, announcing the names, serial numbers, and MITI numbers of 185 new chemical substances that have been notified for five years and evaluated to be neither persistent nor highly bioaccumulative under the Chemical Substance Control Law (CSCL). The evaluation results are accessible here. Following the release, they are considered as Newly Announced Chemical Substances (notified on and after April 1, 2011) and categorized as General Chemical Substances under the framework of CSCL. The list is updated annually (usually each July). The last update was on July 30, 2020 (Japan Announces 206 New Chemicals under CSCL). K-REACH: South Korea Finalizes Criteria for the Designation of Candidate Substances Subject to Authorization

South Korea to introduce the new regulation for designating substances subject to authorization under K-REACH in line with the adopted amendments to K-REACH Enforcement Rules. Updates On July 29, 2022, South Korea\’s Ministry of Environment (MoE) published MoE Ordinance No.997 to announce the adoption of Article 34(2) into the K-REACH Enforcement Rules, which clarifies the criteria for the designation of candidate substances subject to authorization. It will come into force on October 15, 2022. However, the supporting Regulation on Designation, etc. of Substances subject to Authorization, which was drafted in line with Article 34(2) in February 2022 hasn\’t been finalized. The concept of \’substances subject to authorization\’ has been proposed in K-REACH since 2015, however, there are no regulations promulged to specify how to designate and manage them. China Pilots Hazchem QR Code Program in Suzhou and More Cities

HazChem QR code will be mandatory in Suzhou by the end of October and special inspections will be carried out. Zhejiang and Shandong will implement pilot programs in a targeted manner. One Enterprise, One Chemical Product, and One QR Code A quick response (QR) code is a type of barcode that stores information and can be read easily by a digital device; thus, it’s frequently used to track product information in the supply chain. To facilitate the information management of hazardous chemicals, China introduced the “One enterprise, one chemical product, and one QR code” principle in early 2021 as per the National Plan for Centralized Management of Safety Risks of Hazardous Chemicals. South Korea Publishes Classification and Labelling Guide of Mixtures

The NIER provides numerous examples in the Guide to further facilitate enterprises\’ understanding of the classification and labelling methods. On June 30, 2022, South Korea’s National Institute of Environmental Research (NIER) issued the Guide for Classification and Labeling of Mixtures (NIER-GP2022-027, hereinafter referred to as the Guide), which aims to help stakeholders to better comply with obligations under K-REACH and K-CCA. In addition to the Guide, a leaflet illustrating rules and methods of classification and labelling with various examples was issued as well. South Korea has implemented GHS for both substances and mixtures since 1 July 2013. Below are two main standards supporting the GHS implementation in South Korea, including: Regulation on Classification and Labeling of Chemical Substances (NIER Announcement No.2021-104); and Standards for Classification and Labeling of Chemical Substances and Material Safety Data Sheet (MoEL Notification No.2020-130).
