🇪🇺European Union ECHA: One Hazardous Chemical Added to SVHC Candidate List On June 10, 2022, the European Chemicals Agency (ECHA) added N-(hydroxymethyl)acrylamide(CAS No. 924-42-5) to the Candidate List of Substances of Very High Concern (SVHCs) under EU REACH as it may cause cancer or genetic defects. With the addition of NMA, the Candidate List of Substances of Very High Concern (SVHCs) now comprises 224 substances that may have serious effects on human health or the environment. China to Revise 4 Regulations on Safety Management of Hazardous Chemicals

Although the review period of the HC Safe Production Permit and HC Safe Use Permit is to be shortened from 45 working days to 30 working days, relevant certificates, such as Notification of Major Hazard Sources, Hazchem Registration and Safe Production Standardization Certificate, are required to be verified before granting such permits. ChemLinked learnt from a MEM official that the revisions to four regulations regarding the safety management of hazardous chemicals (HC) in China have been drafted. These four regulations include: Measures for the Administration of Hazardous Chemicals Safe Production Permit (last revised in 2017); Measures for the Administration of Hazardous Chemicals Safe Use Permit (last revised in 2017); Provisions on the Safety Management of Hazardous Chemical Transmission Pipelines (last revised in 2015); Measures for the Safety Supervision and Administration of Hazardous Chemicals Construction Project (last revised in 2015). Accelerating Alternatives to Animal Testing, Safe and Sustainable by Design: Discussing Key Challenges at the Helsinki Chemicals Forum 2022

Helsinki, June 2022. After two years of virtual gatherings, the capital of Nordic Finland, headquarters to the European Chemicals Agency (ECHA) and birthplace of REACH, Helsinki opened again its doors to its chemicals flagship Helsinki Chemicals Forum (HCF) this past June 8-9, to discuss key topics in the current European Union (EU) chemicals agenda, the deployment of the Chemicals Strategy for Sustainability (CSS) and implications for non-EU businesses. The EU Chemicals Strategy for Sustainability (CSS) was launched in 2020 as one of the pillars of European Green Deal, a set of policies approved in 2019 to help the European Union become climate neutral in 2050. ECHA Selects New Executive Director, Implying Future Key Actions

On 22 June, the Management Board of the European Chemicals Agency (ECHA) selected Dr. Sharon McGuinness as ECHA’s next Executive Director. As part of the appointment procedure, she will make a statement before the European Parliament and answer questions from its members. This is tentatively scheduled for 4 July 2022. ECHA: Immediate risk management suggested for 300 harmful chemicals

Assessing chemicals in groups has sped up authorities’ work, with assessments for 1 900 substances finalized in 2021. For around 300 of these, risk management actions could begin immediately. ECHA’s fourth report under its Integrated Regulatory Strategy has been released, showing that considerable progress has been made on accelerating the pace at which regulatory actions are identified for substances of concern. In 2021, assessments were finalized for more than 1 900 substances, mostly grouped based on their structural similarity. This was 30 % more than in 2020. Around 300 of these substances require risk management measures. Some need to be restricted and have been included in the European Commission’s Restrictions Roadmap. The remaining 800 need more data to be generated, and around 350 of these are expected to move to risk management in the future. European Commission Revises the Definition of Nanomaterials

The changes were developed following a comprehensive review, and should allow easier and more efficient implementation, but will not significantly affect the scope of identified nanomaterials. The European Commission is clarifying the definition of nanomaterials in a new Recommendation. A deliverable of the Chemicals Strategy for Sustainability, the new Recommendation supports a coherent EU regulatory framework for nanomaterials, helping to align legislation across all sectors. The new definition should be used in EU and national legislation, policy or research programmes. Nanomaterials consist of differently shaped small particles no larger than one hundred nanometers, or about one thousand times smaller than the thickness of a human hair. As a result, nanomaterials have specific properties and some are exploited by industry and in products. Because of these properties, nanomaterials are subject to specific regulatory scrutiny, both by general chemicals legislation (EU REACH) and by sectoral legislation addressing their use in certain products, such as…

ECHA: One Hazardous Chemical Added to SVHC Candidate List

On 10 June 2022, the European Chemicals Agency (ECHA) added n-(hydroxymethyl)acrylamide (NMA) to the Candidate List of Substances of Very High Concern (SVHCs) under EU REACH as it may cause cancer or genetic defects. S.Korea Solicits Opinions on Hazard Assessment Results under K-REACH

On May 31, 2022, South Korea’s National Institute of Environmental Research (NIER) issued the NIER Announcement No.2022-240, seeking public comments on the updates of hazard assessment results of new and existing chemical substances that were previously registered and assessed under K-REACH. These registered substances were issued with English chemical names, CAS No., corresponding hazard properties, classification, and labeling information, as well as the determination of whether it is classified as a toxic chemical. Japan Stipulates New Rules for SDS and Labelling

In addition to the addition of substances for mandatory GHS-related obligations under ISHL, the MHLW amended the Ordinance on Industrial Safety and Health to introduce new requirements for SDS and labeling.   On May 31, 2022, Japan’s Minister of Health, Labour, and Welfare (MHLW) published the amendments to Ordinance on Industrial Safety and Health (hereafter referred to as the Ordinance), which stipulated new rules about the SDS delivery methods, SDS elements, labeling requirements, etc. Japan GHS is implemented under three laws, including the Industrial Safety and Health Act (ISHL), the Pollutant Release and Transfer Register (PRTR) Law and the Poisonous and Deleterious Substances Control Act (PDSCL).
