Since May 2023, the Institute for the Control of Agrochemicals of the Ministry of Agriculture and Rural Affairs (ICAMA) of China has launched the \”Enterprise Open Day\” program in order to improve its service mode and service level. New US EPA Rule Expedites Use of Plant-Incorporated Biotech to Protect Crops from Pests

On 25 May 2023, US Environmental Protection Agency (EPA) released a final rule that will accelerate the use of plant-incorporated biotechnologies to protect against pests. The rule will exempt a class of plant-incorporated protectants (PIPs) created using genetic engineering from registration requirements under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and from the food or feed residue tolerance requirements under the Federal Food, Drug, and Cosmetic Act (FFDCA). The goal of this rule is to protect public health and the environment while reducing costs for the regulated community, in line with Executive Order 14081 on advancing biotechnology. The rule may also result in increased research and development activities, commercialization of new pest control options for farmers (particularly in minor crops such as grapes and cucumbers), and reduced use of conventional pesticides. U.S. EPA Seeks Public Comment on Pesticide Application Guidance for Endangered Species

The U.S. Environmental Protection Agency (EPA) has released draft guidance to improve the efficiency of EPA\’s Endangered Species Act (ESA) analyses for new pesticide active ingredient applications and active ingredients undergoing registration review. The guidance aims to fulfill requirements outlined in the Pesticide Registration Improvement Act of 2022 (PRIA 5) and further, EPA\’s 2022 ESA Workplan to protect listed species from exposure to pesticides. PRIA 5 mandates that EPA develop and issue guidance to registrants, which this draft guidance fulfills. The draft guidance is applicable to new conventional and biopesticides for outdoor use and existing conventional and biopesticides for outdoor use that are being reevaluated under registration review.
