South Korea to Implement Digital Inspection on Imported Food within this Year

The Ministry of Food and Drug Safety (MFDS) consulted on the amendments of the Enforcement Decree and Enforcement Rule of the Special Act on Imported Food Safety Management individually, introducing digital inspection on imported foods and animal-derived foods subject to import sanitation assessment. The consultation period is set to end on July 24, 2024. The mainly proposed amendments include the following: Specifying the procedure and product scope of digital inspection on imported foods The product scope and procedure of digital inspection for import declarations are stipulated in detail, following the legal basis for converting the documentary inspection to automated digital inspection established in the Imported Food Act. To be specific, the repeatedly imported foods that are subject to documentary inspection are specified to undergo digital inspection. The digital inspection system can automatically inspect the documents and issue a certification of import declaration confirmation if the products comply with Korean laws. South Korea Updates Guideline for Functional Ingredient Recognition

On May 22, 2023, the Ministry of Food and Drug Safety (MFDS) updated the Guideline on Preparing Dossiers for Functional Ingredient Recognition of Health Functional Food to help enterprises better understand the requirements and smoothly conduct functional ingredient applications. Under what situation shall enterprises apply for the recognition? As specified in the Health Functional Food Act, manufacturers, importers, R&D institutes, etc., can apply for the recognition of non-noticed functional ingredients. The recognition scope is as follows: Ingredients not notified in the Health Functional Food Code; Addition of functionality or change of the intake amount or manufacturing standards for the functional ingredients notified in the Health Functional Food Code; Addition of functionality, and addition or change of intake amount, manufacturing method, specifications or other items that may affect the safety or function of the functional ingredients that have been recognized following Article 9 of the Regulation on Certification of Functional Ingredients and Specification. China Updates Catalogue of New Food Raw Materials, Additives, Contact Materials and Applicable Standards

The updated catalog includes new food raw materials, food additives, and FCM that were approved by the end of 2021, and updates their applicable standards and requirements. On May 10, 2023, China NHC published the updated catalog of new food raw materials, food additives, and food contact materials (FCM) and their applicable standards. The catalog covers a total of 98 new food raw materials, 215 new food additives, and 235 FCM approved by the end of 2021. For those approved since 2022, their food safety indicators shall be referenced to the announcement made at the time of their releases. 1. In September of 2022, China released 18 GB standard drafts on food additives, including GB 2760. South Korea revised Health Functional Food Code. Japan released new requirements for imported organic agricultural products and organic livestock products. Indonesia proposed to amend the quality requirements for health supplements. EU promulgated its new regulation on food contact recycled plastics/recycled plastic FCMs. America revised the irradiation phytosanitary treatment of imported fruits and vegetables. Canada enabled the use of Pectin Lyase from Trichoderma reesei RF6199 in various foods. Australia revised the product standard for beverage. New Food Additives: China NHC Approves Seven New Food Additives and Food-Related Products

Two colourants, namely, Tomato red and Carmine cochineal, are permitted to be used in more food categories now. As per the notice released on September 7, 2022, China National Health Commission (NHC) approved the use of three new food additives and four food-related products. To advance the construction of “Healthy China\” and fully implement the requirements of China’s Food Safety Law, the National Health Commission publishes the “14th Five-Year Plan for Food Safety Standard, Monitoring and Evaluation” (hereinafter this Plan) on August 18, 2022.
