NRCC to Train the HCs Registration Personnel of Local Offices

On 5 Mar 2013, the National Registration Center for Chemicals (NRCC) of SAWS informed its provincial Registration Offices that two training sessions for registration of hazardous chemicals will be held at Chengdu and Wuhan. The sessions are to prepare the registration personnel from the local offices for the practical registration work in the near future.

AQSIQ Revised Licensing Rules for Pesticide Manufacturers

On 5 Feb 2013, China General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) publish the Announcement 23 of 2013 to revise the “Implementing Rules of Manufacturing License on Pesticide”, which will be of major significance for the Chinese agrochemical manufacturers. The amendment removed the terbufos 86% TC and terbufos 3% GR from the “Pesticide Inventory for Manufacturing License” and added 18 products to the licensing list, which includes: Soluble Powder (SP): acephate, gibberellin, monosultap; Water Powder (WP): chlorsulfuron, pyrimethanil; Emulsifiable Concentrate (EC): fluoroglycofen; Suspoemulsion (SE): imidaclporid, pyrimethanil, mesotrione; Technical (TCs): chlorsulfuron, deltamethrin, fluoroglycofen; Soluble Concentrate (SC): imidaclporid; Water Dispersible Granule (WG): imidaclporid, nicosulfuron, chlorsulfuron; Microemulsion (ME): imidaclporid; Oil Miscible Flowable Concentrate (OF): nicosulfuron; Apart from the pesticide registration issued by the ICAMA, the Chinese agrochemical companies are required to obtain the manufacturing permit. ECHA announces guidelines to decrease delays plaguing the submission of registration dossiers.

On March 1, 2013, ECHA published a notice, reminding registrants to contact ECHA for solutions to problemsprior to the approaching submission deadline on May 31st 2013.If confronted withextenuating circumstances or situations that delay submission of registration dossiers the ECHA reminds registrants to seek its support immediately. The first registration deadline in 2010 highlighted a number of special situations that could delay timely submission. According to a report conducted by the Directors Contact group (DCG) of ECHA, European Commission, ECHA and six European industry associations found and confirmed some special situations under which problems did not come from registrants themselves, but were caused by some other factors that lead to untimely submission of complete registration dossier before registration deadline. SAWS Removes Some Industries Subject to the HazChems Safe Use Permit

China SAWS released on 25 Feb the updated Catalogue of industries applicable for Hazardous Chemicals Safe Use Permit 2013 (hereinafter as “Catalogue”) to replace its previous version issued in 2011.

Companies that are included in the Catalogue and use HCs (for production purpose) with use quantities reaching the threshold annual tonnage specified in the “Use quantities standard for hazardous chemicals” are required to obtain the HCs Safety Use Permit, according to the SAWS Order 57 (Chemlinked news on 29 Nov 2012).

The Catalogue 2011 contains 3 main industries, which are divided into 12 sub-categories with 38 types of products. Compared with it, the newly-updated version has cut two sub-categories and 13 specific products shown below:

Thailand Re-Classifies Household Hazardous Substances

Thailand Food and Drug Administration (FDA) has announced on 12 Dec 2012 a revision of thehazardous substance list regarding a batch of chemicals used in various household products. Thailand’s hazardous substance list is generated under the overarchingHazardous Substance Act.The list classifies hazardous substance into four categories, with bigger number representing greater hazards: · Type 1 hazardous substance is that of which the production, import, export, or having in possession must comply with the specified criteria and procedures. · Type 2 hazardous substance is that of which the production, import, export, or having in possession must first be notified to the authority and must also comply with the specified criteria and procedures. · Type 3 hazardous substance is that of which the production, import, export, or having in possession must obtain a permit. · Type 4 hazardous substance is that of which the production, import, export, or having in possession is prohibited. New Good Supply Practice for Pharmaceutical Products Issued

The Good Supply Practice for Pharmaceutical Products (GSP) has been issued by the MOH on 22 Jan 2013 and will come into effect on 1 Jun 2013. The new GSP is a continued effort by the government to standardize the industry following the issue of GMP 2010, which would facilitate the upgrade of the pharmaceutical distribution chain and assure drugs quality. The new GSP contains 4 chapters of 187 articles, addressing mainly on the quality control of wholesale and retails.
