FAQ

How to label food flavor? If as a food raw material, directly marked as “food flavor / food spices / edible flavors and fragrances” ; If the fragrance is sold as a separate product, it should be marked  as “food flavors, food flavor ingredients”; if there are some other food additives, it should be marked with those other food additives’ names. How to deal with non-compliant labeling of pre-packaged food? Non-compliant labeling of pre-packaged food is dealt with in the following two scenarios:(1) If the non-compliant label of imported pre-packaged food is related to safety, health and environment protection issues, then the corresponding pre-packaged food shall be returned or destroyed.(2) Otherwise, the consignee may have an opportunity to revise the noncompliant labels. If the revised label is still non-compliant with relevant regulations, the corresponding product shall be returned or destroyed. What compulsory information should be labeled on pre-packaged food in…

The analysis of latest Chinese food contact material regulation

NHFPC has announced the No.15 document about releasing GB 9685-2016《Standard for uses of additives in food contact materials and their articles 》and other 52 national food safety standards on November 18th, 2016, which indicate the completing of Chinese food contact material regulation and the regulatory framework has been established (figure 1). This article will share and analysis the up-to-date Chinese food contact material regulatory system to supply chain and stakeholders in this field: Figure 1 Food contact material regulatory system in China 1. Classification of regulations According to current regulation system, food contact material regulations can be divided into the following four categories, which including: basic standards (2 items) article standards(10 items) test method standards (51 items) manufacturing practice standards (1 items) 2. Implementation date The specific implementation date of the standards would be different because of the difference of issue date. It’s significant for the supply chain to know…

Non-testing methods service

Non-testing methods including QSARs and read across are regarded as potential approaches to support the risk assessment of chemicals for generating information on the intrinsic properties of chemicals. They are all based on the notion that similar compounds (usually structurally similar chemicals) have similar activities, which can be predicted based on chemical structure or analogue chemicals. Traditional experimental measurements of toxicity are usually costly and violating the 3R principles of animal test. Thus, non-animal methods are encouraged to fill in data gaps by Organization for Economic Cooperation and Development (OECD) and United States Environmental Protection Agency (US EPA), and regulatory frameworks are providing an increasing responsibility to use such methods. Read-across is probably the simplest tool to reduce animal testing under the regulatory. In read-across, one or more properties of a chemical of interest are inferred by comparison to a similar chemical or chemicals, for which the properties of interest…

New F-Gas Regulation (EU No 517/2014) Service

Overview Under the Montreal Protocol on protecting the ozone layer, the European Union has adopted a new Regulation (EU) No 517/2014 (F-GAS regulation) to control emissions from fluorinated greenhouse gases (f-gases) and reduce EU’s F-gas emissions by two-thirds by 2030 compared with 2014 levels. F-gases subject this new regulation contain three groups: hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6). Most of these F-Gases have a high global warming potential (GWP). They are contained or functioning in several types of products and equipment, including refrigeration, air-conditioning and heat pumps equipment (of these three types called pre-charged equipment), fire protection system, electrical switchgear, foams, aerosols, solvents and f-gas containers. While the F-GAS regulation repeals the original Regulation (EC) No 842/2006 performed in 2006 and come into force from 1 January 2015. The 10 implementing Regulations adopted under the original Regulation remain in force and one of them regarding reporting is repealed…

SVHC Assessment

What is SVHC? SVHC, its full name is substances of very high concern. According to the definition of SVHC by ECHA under the EU REACH regulation, Substances that may have serious and often irreversible effects on human health and the environment can be identified as substances of very high concern (SVHCs). If a substance is identified as an SVHC, it will be added to the Candidate List for eventual inclusion in the Authorisation List. Official Website:http://echa.europa.eu/in/addressing-chemicals-of-concern/authorisation/substances-of-very-high-concern-identification What kind of substances will be listed into SVHC? Under EU REACH regulation, substances that are one of the following can be regarded as substance of very high concern(SVHC): carcinogenic, mutagenic or toxic to reproduction (CMRs); persistent, bio-accumulative and toxic (PBTs); very persistent and bio-accumulative (vPvBs); seriously and / or irreversibly damaging the environment or human health, as substances damaging the hormone system; SVHC Candidate List 2018 The competent authority or agency of a Member…

Introduction to U.S. TSCA Inventory

As is universally acknowledged, chemical substance inventory is an indispensible part of all kinds of chemical regulations in various countries and regions. Under the pioneering EU REACH, the European Inventory of Existing Commercial Chemical Substances (EINECS) is fundamental in determining the status of a substance, similar to the Chinese Chemical Inventory of Existing Chemical Substances (IECSC) and the Australian Inventory of Chemical Substances (AICS) as well as inventories in other parts of the world. Likewise, the TSCA Inventory under the U.S. Toxic Substances Control Act is such an essential tool that companies manufacturing or importing chemicals in the U.S. could hardly afford to neglect. Put it simply, the U.S. TSCA Inventory is a list of existing chemical substances that are manufactured or processed in the United States, including over 84,000 chemical substances currently. There are two sections in the TSCA inventory: one goes public and the other is confidential. Only…

EU OSPAR-HOCNF Services

Offshore Chemicals Offshore chemicals are chemicals intentionally used in connection with offshore exploration and production activities in the maritime area. Offshore chemicals comprise both substances and preparations. According to OSPAR Decision 2000/2 on a Harmonised Mandatory Control System for the Use and Reduction of the Discharge of Offshore Chemicals and OSPAR Recommendation 2000/5 on a Harmonised Offshore Chemical Notification Format (HOCNF), offshore chemical suppliers must provide the national authorities with data and information about chemicals to be used and discharged offshore according to the Harmonised Offshore Chemical Notification Format (HOCNF). Based on the information provided by the chemical supplier, the national authority will carry out the pre-screening and take the appropriate regulatory action, such as issuing discharge permits. What’s OSPAR? OSPAR is the mechanism by which fifteen Governments of the western coasts and catchments of Europe, together with the European Union, cooperate to protect the marine environment of the North-East…
