In the last three years, China National Center for Food Safety Risk Assessment (CFSA) has been entrusted by the MoH to collect and evaluate additives used in food contact materials, with exceptions made for 959 additives that have been specified in the GB 9685-2008.

At the International Chemical Regulation REACH Workshop, Hangzhou 2012, Mr. Guo Zongzhou, the NRCC speaker in charge of the HC registration, claimed that the NRCC has already drafted a supporting document focusing on the identification and classification of chemicals’ physical hazards, which is formulated to assist the registration of chemicals with unidentified hazard properties.

An approval notice of 5 new food additives for use and an adjustment for other 28 food additives was currently released by MOH.

5 new food additives have been approved for use by the Ministry of Health (MOH) in accordance with the Food Safety Law (Order of the President No.9) and Administrative Measures for New Food Additives (Order No.73 of MOH). Along with the approval notice released on 27 August 2012, MOH also approved an expansion of use scope and dosage for other 13 food additives, 5 food processing aids, and 8 nutritional fortification substances, besides, a supplement of quality specifications for GDL(Glucono–δ—Lactone) and raw materials sources for Protease. For detailed functions, use scope, dosage, quality specifications (production process, technical requirements, sensory requirements, physic-chemical index, etc.) and test methods of the corresponding food additives please refer to Appendix to the notice.

China approved 301 additives and 107 resin items for food packing materials under the “clear-up” procedures. Besides of the details specified in each list, the general requirements in GB 9685-2008 should be complied with. As for the new additives for food packing materials that have not been officially approved in the GB 9685-2008 or other MOH announcements, the Provisions on the Management of Administrative Approval for New Varieties of Food Related Products shall be met accordingly.

The Chinese Ministry of Health (MOH) released, on April 16, 2012, a notice announcing the approval of 301 additives for food packing materials in response to the “clean-up” procedures under jointed organization of seven departments. This clearance focuses on the food packing materials having potential harm to human health, which aims to sort out more additives permitted for use in food containers and packing materials other than the 959 items of additives specified in China’s “Hygienic Standards for Uses of Additives in Food Containers and Packaging Materials” (GB 9685-2008).

China MOH has released 82 national food safety standards projects in 2012. Responsible units in charge of the certain project should achieve the task before deadline. The enactment or revise of national food safety standards will further promote food safety in China.

China MOH has conducted a public consultation on project proposals of national food safety standards. According to the feedback information and the main focus areas of enactment or revision of national food safety standards, MOH released Announcement No.512 about details of national food safety standards projects in 2012.

China’s Ministry of Health (MOH) has released 71 national food safety standards in Announcement No.7 to regulate the scope of use, sensory requirements, physicochemical index, etc.

Assessment Committee for National Food Safety Standards has approved 71 GB Standards in accordance with China’s Food Safety Law and Measures for management of National Food Safety Standards. Among them, 68 food additives acquire GB Standards for the first time which regulate clearly on scopes, sensory requirements, physicochemical indicators, etc. And they will come into effect on June 25, 2012. The other 3 GB standards are respectively for disinfectant, anti-coherent silicone paint and water soluble epoxy internal coating of food beverage cans, which all replace the old versions and will take effect on October 25, 2012.
