Background


In order to strengthen the safety management of hazardous chemicals and prevent and reduce hazardous chemical accidents, on January 5, 2022, the Work Safety Committee of the State Council issued a notice (Safety Committee [2021] No. 12) on the National Program for Centralized Management of Safety Risks of Hazardous Chemicals.

The program proposes to improve the digital and intelligent management and control of dangerous chemical safety risks. The Ministry of Emergency Management is responsible for promoting the upgrading of the chemical registration system, adding the function for the standardization of SDS and labeling, expanding the scope of registration of chemical and pharmaceutical enterprises, implementing “one enterprise, one chemical product, and one QR code” management for each hazardous chemicals of enterprises, and providing basic support for the efficient hazard information transfer and the the whole life cycle supervision of hazardous chemicals.

The new hazardous chemical registration system was officially launched on February 16, 2022.

He has rich practical experience in the registration of hazardous chemicals in China and has obtained the registration certificate of hazardous chemicals for dozens of enterprises.

Carmen Yuan–Regulatory Consultant

Ms. Yuan has been focusing on the latest developments in GHS implementation, hazardous chemical registration and new chemical notification in the Chinese mainland and new, and existing and new chemical registration in Taiwan. She has rich experience in coping with global chemical regulations and can provide effective regulatory compliance solutions for Japanese enterprises.

Alex Zhao–GHS Regulatory Consultant

Alex graduated from Beijing University of Chemical Technology, with a Master’s degree in Chemistry. He is experienced with the GHS compliance work in many countries and provided regulatory compliance service for over 1,000 enterprises, including the chemicals classification, SDS and labelling.
