[Resources Available] US EPA Biopesticide Registration and Market Analysis


Biopesticides are pesticides derived from natural materials such as animals, plants, bacteria, and certain minerals. Typically, biopesticides have unique modes of action and are considered reduced risk pesticides. Biopesticides fall into three major classes:

  • Biochemical pesticides
  • Microbial pesticides
  • Plant-incorporated protectants

As an alternative to conventional chemical pesticides, biopesticides have attracted more and more attention from The Environmental Protection Agency (EPA) due to their advantages of low toxicity, no or less residue and strong specificity to target pests. US EPA is committed to encouraging the development and use of biopesticides, and some measures have been taken to promote the registration of biopesticides. For example, compared with traditional chemical pesticides, microbial pesticides and biochemical pesticides have simpler data requirements, shorter review time and less review costs, which can greatly save the registration cost of enterprises and shorten the registration time. Meanwhile, EPA may exempt some low-risk biochemical pesticides from registration if certain requirements are met.

In addition, in the United States, biopesticides, as a safe, green and low-toxicity of pest control means, are included in the Integrated Pest Management (IPM) program, which aims to improve the efficiency of pest management and encourage the use of biopesticides instead of traditional chemical pesticides.

(Q)SAR models could provide useful information on impurities of unknown toxicity, and they have become one of the most important tools to assess the equivalence of a new source (TC/TK) when compared to the reference source. Along with this, an increasing number of countries and organizations (e.g., EU countries, Australia, Brazil, FAO/WHO) requires the applicants to perform (Q)SAR analysis for new/increased levels of impurities in their technical grade active ingredients via pesticide registration by equivalence.

Dr. Chasel Huang works as a technical supervisor in the Agrochemical Department of REACH24H Consulting Group. He earned a Ph.D. in Environmental Science at the Research Center for Eco-Environmental Science, Chinese Academy of Science. Dr. Huang has published 17 research papers, and his research interest focuses on the development of toxicology test methods, risk assessment, the mode of toxic action (MoA) of industrial chemicals and pesticides, endocrine disruption, non-test method/QSAR application as well as data science. Dr. Huang has deep experience in the agrichemical and biocide risk assessment and (eco)toxicology research for China, EU and United States regulatory purposes, especially for regulatory toxicology, risk assessment strategies, non-test methods/QSAR analysis, as well as endocrine disruption assessment.

The Ministry of Agriculture and Rural Affairs of the People’s Republic of China updated the Regulations on Pesticide Registration and the corresponding administrative measures in 2017. During the implementation of the new regulations, the Ministry of Agriculture has been continuously updating the regulations based on the actual pesticide assessment. As China’s pesticide registration policy is gradually tightening, it will become more difficult to register pesticides in China in the future. Therefore, it is important for enterprises to understand the latest pesticide registration policies, to be clear about the pesticide registration trends in China, and to be familiar with the key points and requirements of pesticide registration, which reduce the risk of registration and increase the approval rate.
