At the International Chemical Regulation REACH Workshop, Hangzhou 2012, Mr. Guo Zongzhou, the NRCC speaker in charge of the HC registration, claimed that the NRCC has already drafted a supporting document focusing on the identification and classification of chemicals’ physical hazards, which is formulated to assist the registration of chemicals with unidentified hazard properties.

SAWS to Enforce More Severe Punishment for Non-Compliance of the Revised HC Registration Measures

The recently released “Measures for the Administration of Registration of Hazardous Chemicals” (SAWS Order 53) has just come into force in China on Aug 1st, 2012. Besides the attention-grabbing changes in the regulated scope (“Catalogue of hazardous chemicals in China”), legal entity (both manufacturers and importers are included for registration) and registration contents, SAWS will impose more severe punishment on those who do not comply with this newly released Measures.

Shortly after the effectiveness of the updated management measures on China’s hazardous chemicals registration, SAWS has published last Friday on its website the revised “Measures for the Administration of Hazardous Chemicals Operation Permit” (SAWS Order 55 of 2012) and announced that the updated legislation would enter into force as of September 1, 2012. The new rules will replace the old 2002 version that had been issued by the State Economic Trade Commission (SETC). The hazardous chemicals operation permit or license (in short as “HC Operation Permit”) is one important part that underlines the License system of State Council Decree 591; it is also one core regulatory obligation targeting enterprises of hazardous chemicals operation under China’s hazardous chemicals safety control regime.
