In line with the ACD, the Thai government enacted the Cosmetics Act B.E. 2558 (2015) on September 9, 2015 and Cosmetic Act (No.2) B.E. 2565 (2022) on 11 October B.E. 2565 (BE 20222). This legislation laid the foundation for a comprehensive cosmetic notification system and introduced a three-year validity period for cosmetic notification. Post-market surveillance has become a regulatory focus under this regime.

Regulatory Authority
The primary regulatory body for cosmetics in Thailand is the Cosmetic Control Group under Thai Food and Drug Administration (Thai FDA), which operates under the Ministry of Public Health (MOPH). The Minister of Public Health is responsible for setting and enforcing cosmetic laws, standards, and measures.
The Thai FDA safeguards public health by ensuring the safety, quality, and efficacy of regulated products, including food, drugs, medical devices, narcotics, volatile substances, hazardous materials, traditional medicine, and cosmetics.
Cosmetic product notification is conducted directly through the Cosmetic Control Group, while MOPH oversees public health policy and enforcement.

Notification Requirements
According to Thai cosmetic regulations, cosmetic product notification must be conducted by a Thai-registered company with a valid import permit. Foreign exporters can comply by:
- Setting up a local subsidiary in Thailand
- Partnering with an experienced and permitted local distributor
- Appointing a third-party compliance agent as the permit holder
Required Documents and Information
To submit a cosmetic notification to the Thai FDA, the following information and documentation are typically required:
- Product name/brand name/shade or color variants
- Product form/usage instructions / physical characteristics
- Full formulation: INCI names, concentrations, and purpose of use according to the International Cosmetic Ingredient Dictionary
- Product packaging and labeling designs (inner and outer)
- Information about the local permit holder (Thai company)
- Letter of Authorization (LoA) from the brand owner to the notifier
- Manufacturer details and GMP certificate
- Trademark registration certificate (if any)
Notification Process
Local Entity Confirmation
Step 1- Local entity set up: Establish a local company with the Department of Business Development (DBD).
Step 2 – Import permit or license to operate set up: establish a local LTO with Thai FDA, and establish one physical warehouse and one physical office to set up the LTO.
Document Preparation & Compliance Review
Conduct a comprehensive review of product formulation, labels, claims, and GMP documentation to ensure compliance with Thai FDA regulations.
Product Notification to the Thai FDA
Submit the required documents to the SKYNET system before importation. Upon successful submission, a notification certificate valid for 3 years will be issued.
Thai Label Preparation
Prepare compliant Thai-language labels in accordance with local labeling requirements.
