18 January, China’s Ministry of Environmental Protection (MEP) published in the Announcement No. 3 of 2013 new rules on the environmental management of the importation of waste plastics. Taking effect from 1 Apr 2013, the legislation has defined four types of processing and recycling enterprises which are allowed to import waste plastics as raw materials in their reproduction.

A new list of eight testing institutions was released on Dec 31, 2012, after passing the qualification inspection previously organized by China MEP. As a unique feature on the data qualification under China NCSN, eco-toxicological test data has to be obtained in China territory. The new batch of testing institutions will be qualified to provide eco-toxicological testing data accepted under China NCSN.

Confirmed news coming from MEP-accredited laboratories, Nanjing Institute of Environmental Science, Shanghai Institute of Environmental Science and Guangdong Detection Center of Microbiology says that new chemical notifiers will have to face increased price of eco-toxic tests next year.

To successfully carry out a notification of a new substance under China REACH lays on various factors, but the foremost is to identify this substance and confirm whether it has been already included in the IECSC (Inventory of Existing Chemical Substance in China). In the article, REACH24H will share its experience on identification of substances through IECSC searching, introducing the differences between PC version and web version of IECSC database. Additionally, we will explain the reason why identification of a substance may fail after searching in IECSC database.

At the International Chemical Regulation REACH Workshop, Hangzhou 2012, Mr. Guo Zongzhou, the NRCC speaker in charge of the HC registration, claimed that the NRCC has already drafted a supporting document focusing on the identification and classification of chemicals’ physical hazards, which is formulated to assist the registration of chemicals with unidentified hazard properties.

One latest regulatory case regarding China REACH reflects yet again one concerned issue on the experimental reports provided by the MEP-approved laboratories, in order to pass probably the most challenging step under China REACH procedure—the expert review. Companies fail to recognize the mistakes appear on the experimental reports would certainly have to face riskier situation in ‘expert review’, had they were not provided with technical support related.

On October 10th, 2012, Chinese Ministry of Environmental Protection (MEP) has promulgated the MEP Order No 22, “Measure for the Environmental Management of Hazardous Chemical Registration (Trial)”, which will take effect on March, 1st, 2013. The new chemical companies and toxic chemical importers/exporters have already been required to register with the MEP for environmental management, but the HC companies shall obtain registration certification for environmental management from the MEP since March, 1st, 2013, and the companies of high environmental concern chemicals are additionally required to conduct the environment risk assessment and inform the release, migration and control measures of their high concerned HCs.

In order to improve the official administration of environmental protection and regulate its environmental monitoring, the Chinese Ministry of Environmental Protection (MEP) published in early July two draft HJ (standing for environmental protection) standards on freshwater fish acute lethal toxicity determination and bivalve mollusk bioconcentration tests. The two draft standards have respectively adopted ISO 7346-2:1996 and ASTM E1022-94.

China to renew its environmental labeling requirement for thermal mosquito-repellent products by setting series of technical requirements in product designing, manufacturing, limits of the hazardous substances, packaging, recycling

12 June2012, China MEP has issued a technical standard of “Technical requirement for environmental labeling products- Mosquito coils” for public comments by July 20, 2012. The drafted standard is to replace the original standard, the “The Technical Requirement for Environmental Labeling Products–Mosquito-repellent incense Coil” (HJ/T 310-2006), which was published on November 25, 2006 and came in to force on January, 1, 2007.
