The Cosmetic Notification Holder (CNH) refers to a company that is responsible for placing a cosmetic product on the market. The CNH is responsible for the notifications, who may or may not be the product owner.

The CNH must be a local company or legal entity, with a permanent address and registered with the Companies Commission of Malaysia (with the scope of business related to the health/cosmetic product as it appears in the `Memorandum and Article of Association’ of the company).

Steps to Notify Cosmetics in Malaysia

  1. Formula and Packaging Review: Ensure the product formula and packaging comply with NPRA guidelines.
  2. Register for Quest Membership: Before the submission for notification, a CNH must first register for a Quest membership.
  3. Online Submission: Submit the required documents via the NPRA online Quest system. The administration fee for notification is RM50.00 for each product.
  4. Notification Approval: Once reviewed and approved by NPRA, a Notification Note can be generated from the Quest system, allowing the product to be marketed. The Notification Note shall be valid for 2 years.
