To successfully carry out a notification of a new substance under China REACH lays on various factors, but the foremost is to identify this substance and confirm whether it has been already included in the IECSC (Inventory of Existing Chemical Substance in China). In the article, REACH24H will share its experience on identification of substances through IECSC searching, introducing the differences between PC version and web version of IECSC database. Additionally, we will explain the reason why identification of a substance may fail after searching in IECSC database.

One latest regulatory case regarding China REACH reflects yet again one concerned issue on the experimental reports provided by the MEP-approved laboratories, in order to pass probably the most challenging step under China REACH procedure—the expert review. Companies fail to recognize the mistakes appear on the experimental reports would certainly have to face riskier situation in ‘expert review’, had they were not provided with technical support related.

Background:The client is based in Europe and provides raw materials (less than 1 tonne per year) to importers in China. At the moment, they have three substances not listed on the Inventory of Existing Chemical Substances in China (IECSC) 2010 and requested notification services from us.
Problem: The manufacturing process of these substances involves a physical process, and the client believes the substances that are extracted from these naturally occurring substances qualify for exemption.
