Observe the Trend of China’s Management on Solid Waste and Hazardous Waste

On April 29, 2020, the revised Law of the People’s Republic China on the Prevention and Control of Environmental Pollution Caused by Solid Waste was approved by the National People Commission Standing Committee, and it entered into effect on September 1st, 2020 (ChemLinked News [1]). Compared with the previous version, the revision has improved the permit system, clarified the extended producer responsibility system, and strengthened the management of hazardous waste.Speaking at CRAC 2020 [2], Mr. Zhou Yue, the Secretary-General of Special Committee of Hazardous Waste of China Association of Circular Economy, introduced the highlights of the revised Law and the ideas of National Hazardous Waste Inventory revision, especially focused on the trend of the resource utilization of hazardous waste. Understanding Newly Introduced Guidance for MEE Order No. 12: Part I

On November 17th, 2020, the Chinese Ministry of Ecology and Environment (MEE) published the Guidance on Environmental Management Registration of New Chemical Substances[1], along with tables used in registration of new chemical substances and instructions for filling them in. The Guidance is a normative document dedicated to supporting the implementation of MEE Order No. 12 [3], which will replace MEP Order No. 7 next year. It details requirements laid out for the registration of new chemical substances, with an aim of providing facilitation for businesses involved and enabling more standardized and better-regulated practices in this regard. India Expects REACH-like Regulation on Chemical Management

Mr. Shisher Kumra, representing Global Product Compliance Group, introduced the fifth and latest draft of India’s upcoming Chemicals Management and Safety Rules (CMS Rules) at the CRAC-HCF 2020 Virtual Forum held by REACH24H on November 25, 2020. This draft regulation adopts several of the same principles and concepts of EU REACH and thus has been dubbed as India REACH. Mr. Kumra assumed that the CMS Rules will be finalized soon and come into force early 2021.Drafting the new CMS rules has taken years as the intention is for it to manage chemicals overall. Taiwan REACH: Current Status and Future Direction

At the CRAC-HCF 2020 Virtual Forum held by REACH24H on November 24, 2020, Ms. Yahui Ni from the Environmental Resource & Information Co., Ltd. (ERI), introduced the regulatory framework of Taiwan’s new and existing chemical registration system (Taiwan REACH) and the ongoing efforts made by regulatory authorities. Ms. Ni’s speech was mainly centered on the registration of 106 PECs, which represented industry’s first exposure to joint registration mechanism during which data ownership and reliability issues were encountered. Taiwan’s EPA (Environmental Protection Administration) encourages registrants to firstly cite international public databases (16 recommended in the Guidance for PECs Registration) for data and secondly, to use systematic literature reviews, QSAR, read-across, and testing proposal to fulfil requirements for all testing endpoints. It is however, not allowed to directly refer to the ECHA database. Dynamics of Vietnamese Regulations on Chemicals and the National Chemical Inventory

In recent years, Vietnam is prospering and attracts more and more International attention. The manufacturing sector is growing steadily in Vietnam, however the development of the chemical industry is still not enough to satisfy domestic demand. While importing large quantities and various kinds of chemical substances, more and more chemical companies are setting up facilities in Vietnam, which brings great challenges to Vietnam’s chemical management systems. Maintaining Your Business as UK REACH Arrives

Background On January 1st, 2020, the United Kingdom started the exit process from the European Union and entered into a Transition Period. As the often titled “Brexit” transition period ends on December 31st, 2020, the United Kingdom will no longer be a part of the European Union Customs Union and the European Single Market. Relevant free trade agreements will not be applicable to the UK from January 1st, 2021. For the chemical industry, an independent chemical regulatory framework, namely the UK REACH, will be officially implemented in the UK next year, as the EU REACH regulations and supervision mechanism will not be applicable then. The EU and US Biocide Regulation Trends in the Times of Covid-19

The covid-19 pandemic has increased the demand for biocidal products across the world. For example, in the UK, disinfectant sales have risen 255% year-to-year in February 2020. New trends of Hygiene and Safety Evaluation of Disinfection Products in China

By the end of 2019, there had been 6259 Chinese enterprises producing various disinfection products including disinfecting apparatus, disinfectants and sanitary products. By September 2020, over 12000 Category I and Category II disinfection products of 8000 enterprises have filed the hygiene and safety evaluation report with provincial health authorities. Disinfection products have turned from a niche product to daily necessities and China becomes a very attractive market for disinfectant producers,but disinfectants must comply with the local regulatory framework. China Ends the Emergent Market Entry of Disinfectants

On August 4, 2020, the General Office of the National Health Commission released the final notice regarding the enhanced regulation of disinfection products during the Covid-19 control, which was consulted early on June 19. Apart from the aims of resuming normal record-filing management of non-new disinfectants and intensifying the quality management and ex-post surveillance of disinfection products already been placed on the market mentioned in the consultation draft, the emergently placed disinfectants will have a longer transitional period to complete the normal record-filing procedures until December 31, 2020. In February this year, NHC announced the interim measures for the emergency use of 4 disinfectants: Alcohols, chlorines, chlorine dioxide, and peroxyacetic acid disinfectants that satisfy simple technical requirements can be placed on the market instead of completing the full record-filing formality with the provincial health authorities, the compulsory requirements for the market entry of all non-new disinfectants in China.
