The background
The China New Chemical Substance Notification (China Reach), ever since it was launched, has been increasingly stringent on the testing data provided in the notification dossiers. It is frequently learned from many cases where the notifiers themselves confused with the certain data requirements according to the regulation, which has different levels towards different tonnage band of chemicals. For most notifiers, particularly those from outside China, the data collection has inevitably posed a big threat for continued manufacture or exportation. The problem is enlarged as the regulation is now taken more seriously by the authority and in essence caused by the lack of knowledge and tidings ever generated from the law enforcement body—CRC-MEP.

China MEP declares 1,474 substances registered in the type of Simplified Notification and 13 substances registered through Regular Notification during the first half 2012.

China’s Ministry of Environmental Protection (China MEP) yesterday published two statistic diagrams for the registered new chemical substances between January and June, 2012. During the first half 2012, nine registrant companies now are formally granted the registration certificate for 13 substances, in the type of new substance Regular Notification, following a MEP demonstration announcement three months ago (see REACH24H news on May 30); and in total 1,474 substances are announced registered in the type of new substance Simplified Notification (SN).

In China, seven CRC-MEP drafted national standards on ecotoxicological testing have entered into force since 1st this August. The seven GB/T (nationwide recommended) standards respectively specify the testing methods of ready biodegradability, degradation screening, biodegradation screening, soil Koc estimation using HPCL, arobic and anerobic transformation in soil and aquatic sediment systems, and fish acute toxicity.

China REACh Workshop, Brussels 2010[/caption]This year has been a challenging one for the global chemical industry, with the revision of Chinese chemical regulatory frameworks. The Chinese Ministry of Environmental Protection (MEP) promulgated Decree No. 7 – ‘Measures on Environmental Management of New Chemical Substances’ (also known as ‘China New Chemical Substance Notification’ – China NCN) in 2009, which revised the initial 2003 Measures. The revised Measures came into effect on 15th October 2010.
