The Latest Updates of Indian Chemical Regulation – Indian Chemicals Management and Safety Rules (ICMSR)


According to India’s Chemicals (Management and Safety) Rules (ICMSR), also known as India REACH, a new, comprehensive chemicals management system will be established in India. Currently, a 5th Draft is in circulation, which expands compliance obligations relative to the current legal framework. ICMSR is expected to come into force this year. All substances will require advance notice (with additional data requirements). Full registration of 750 priority substances is required within 18 months after the rules come into force. Given the short compliance period, timely preparation for compliance materials is highly recommended.

All You Need to Know About BIS Certification


BIS stands for Bureau of Indian Standards, whose establishment is based on the Bureau of Indian Standards Act established in 2016. BIS certification is required for every (Indian and foreign) manufacturer who is manufacturing products under Compulsory Certification. BIS certification includes two schemes, that is, Product Certification Schemes: Scheme 1 – Indian Standards Institution (ISI); Scheme 2 – Compulsory registration scheme (CRS). Under Scheme 1, 53 chemicals are required for compliance.

Introduction of India\’s Cosmetic Regulatory Framework


Indian cosmetics were regulated under the Drugs and Cosmetics Act, 1940, Rules 1945 and Labelling Declarations by the Bureau of Indian Standards (BIS). At the end of 2020, India published its new Cosmetics Rules, 2020 which concern the manufacture, import and distribution of cosmetics in India. The new rules introduce a new regulatory framework for cosmetic products and new requirements for labelling and certification application.

The use of pesticides in India is regulated by the Central Board of Insecticide and Registration committee (CIBRC) under the Ministry of Agriculture & Farmers Welfare.
