Taiwan Region to Add 397 Toxic Chemical Substances Starting June 1, 2025
Overview
Recently, the Ministry of Environment of Taiwan officially announced that the amendments to the “Regulations on the Management of Toxic Chemical Substances and Their Handling” will take effect on June 1, 2025, which means that the 397 chemical substances announced by the Ministry of Environment of Taiwan on October 21, 2024, will be officially added as toxic chemical substances.
- 357 per- and polyfluoroalkyl substances (PFAS)
5 perfluorooctane sulfonic acid (PFOS) and its salts and related compounds
352 perfluorooctanoic acid (PFOA) and its salts and related compounds
- 12 nonylphenol substances
- 28 nonylphenol polyethoxylate substances
In the announcement issued this time, the implementation buffer period for the newly added toxic chemical substances has been adjusted, while the rest of the content is basically consistent with the previous announcement. REACH24H will focus on the adjustment of the implementation buffer period for targeted interpretation.
Buffer Period for PFOS & PFOA
To accommodate the newly listed PFOS and its salts and related compounds, PFOA and its salts and related compounds, the amendments also list the relevant matters that should be completed within the specified time limit, and the Ministry of Environment of Taiwan will give a one-and-a-half-year implementation buffer period in stages to cope with the changes in the regulations.

Buffer Period for Nonylphenol & Nonylphenol Polyethoxylate
Prohibition of Operations and Effective Date

Prohibited operations |
1. Prohibit the use in the manufacture of household cleaners.
2. Prohibit the use for the following purposes. However, if complete recovery, incineration, or removal from wastewater can be achieved in controlled systems, processes, and control equipment, and the substances are not used or sold in Taiwan, this restriction does not apply: (1) Manufacture of industrial and institutional cleaners. (2) Treatment of textiles or leather products. (3) Metalworking. (4) Manufacture of pulp or paper. |
Buffer Period of One and a Half to Two Years Is Given
Considering the use of nonylphenol and nonylphenol polyethoxylate in Taiwan, the Ministry of Environment of Taiwan has given a buffer period of one and a half to two years according to the following case:

Important Reminder for Enterprises
The amendment to the”Regulations for the Management of Toxic Chemical Substances and their Operations” will officially take effect on June 1.
