Expert Insights: Seongmin (Mike) Sohn on Global Cosmetics Regulatory Trends

During his session, Mr. Sohn discussed recent changes in cosmetics safety regulations, labeling requirements, global harmonization efforts, and the growing scrutiny of microplastics. For China, Mr. Sohn highlighted the full implementation of the Cosmetic Supervision and Administration Regulation (CSAR) from May 1. He also clarified the evolving stance on animal testing: while special cosmetics must undergo animal testing, general cosmetics may be exempted under the condition of GMP facilities certified by the authorities.

Turning to Korea, Mr. Sohn noted the country’s regulatory alignment with both Japan and the European Union. Korea keeps “banning of animal testing” and claims supported by clinical/test data, and is set to implement a new “safety assessment regulation” from 2028, likely modeled after the EU framework.
