Japan CSCL Compliance 2026: Mandatory Transition from Legacy ID Codes to G Biz ID

On March 12, 2025, the Chemical Substance Safety Division of the Chemical Substance Management Division of the Ministry of Economy, Trade and Industry(METI) of Japan issued a notice announcing that the applicant number (in Japanese “申出者コード”, i.e. e-Gov account) and the notifier number (in Japanese “届出者等コード”) used in the following electronic application process will be completely discontinued in 2026:

  • Small Volume Application and Low Volume Application
  • Report on actual performance of intermediates
  • Quantity report of general existing substances, priority assessment of chemical substances, and monitoring chemical substances

 

G Biz ID (G ビズID) Types & Application Requirements


In order to improve administrative efficiency and achieve cross-domain unified identity authentication, Japan will fully implement G Biz ID (G ビズID) as a new identity recognition and business handling account.

G Biz ID (G ビズID) covers the following three forms, of which the relevant applications of the Chemical Substances Control Law require the use of 【G ビズIDプライム】 and 【G ビズIDメンバー】, which need to be applied by the importer.

G Biz ID (G ビズID) is planned to be gradually launched from 2026, and the specific launch time varies depending on the application type, and the subsequent official notice shall prevail. REACH24H will also continue to follow up on the latest developments and release relevant information in a timely manner.

In addition, the relevant electronic applications of the Chemical Substances Control Law(CSCL) in 2025 (including SVE, LVE, and intermediate reports) can still use the original applicant number, but REACH24H recommends applying for a new account as soon as possible to avoid subsequent application delays.
