2021 Cosmetic Technical Regulatory Forum: CSAR and Cross Border Sales
23-25 February 2021, the virtual event ——2021 Cosmetic Technical/Regulatory Forum, held by the Independent Beauty Association (IBA), bringing over 200 attendees and industry experts together in the cosmetic and personal care products industry. The three-day forum featured 18 carefully curated sessions focused on emerging legal, technical, legislative, and regulatory issues.
Expert speakers and government authorities provided current information on topics in the cosmetic and personal care products industry such as updates on U.S. FDA activities, changes in OTC drug regulations, FDA warning letters and consumer class actions, FTC, NAD, advertising claims and testing, and how to protect your business. The Cosmetic Technical Regulatory Forum is a ‘must attend’ for anyone responsible for developing, testing, and marketing beauty, personal care, and wellness products.

Robert J. Mr. Robert first introduced China’s new cosmetic regulation framework (including competent authority, reform background, CSAR and sub-regulation). He also mentioned that the notification and registration requirements of cosmetic products, as well as the trends in animal testing. Finally, Mr. Robert takes the CBEC platform as an example to outline the methods and strategies for enterprises to enter the market of China.
As early as 2013, China was already the second-largest cosmetics market in the world. However, there are still some brands that have not made China one of their key markets due to complicated license approval process, high cost of general trading mode, animal testing and other reasons. For these overseas brands, it may be a good choice to open up the Chinese market through the CBEC.
