What Is Colombia REACH?
In November 2021, Colombia implemented Decree 1630/2021, establishing new regulatory requirements for chemical substances. Under this regulation, domestic manufacturers and importers must notify hazardous substances and hazardous substance components in mixtures intended for industrial use, provided that the annual manufacture or import volume is at least 100 kg. Colombia REACH registrations are required to be updated annually.
Foreign manufacturers can appoint a Colombian Exclusive Representative (REE) to manage Confidential Business Information (CBI), such as protecting the confidentiality of substance CAS numbers.
Colombia REACH Registration
Registration is required for substances or substance components in mixtures that meet all of the following criteria:

Classified as hazardous under the Colombia GHS hazard classification

Manufactured or imported at a volume of at least 100 kg per year

Intended for industrial use
Colombia REACH Registration: Exemption
There are 13 categories of chemicals currently exempt from the existing substance registration requirement in Colombia, including:

Substances regulated under existing regulations (e.g., pharmaceuticals, cosmetics)

UVCB substances (Unknown or Variable composition, Complex reaction products, or Biological materials)

Articles
-
Impurities
-
Naturally occurring substances not chemically modified
-
Substances generated by exposure to environmental factors (air, humidity, sunlight, microorganisms)

Substances produced by unintended chemical reactions
-
By-products not imported or placed on the market
-
Hydrates
-
Polymers, including monomers and additives
-
Substances under customs supervision
-
Non-isolated intermediates
-
Substances with no commercial value
Colombia REACH Registration Deadline: May 30, 2025
After May 30, 2025, the registration deadline, Colombian authorities will publish the National Chemicals Inventory (INSQUI). Substances not included in this inventory will be considered “new substances” and cannot be placed on the Colombian market without prior new substance registration.
By September 30, 2025, companies that have submitted registrations must update 2024 production and import data for the relevant substances.
Colombia REACH Registration: Required Information
Domestic manufacturers or importers must use the official registration platform to provide:

Identification details for the manufacturer, importer, or Exclusive Representative (REE)

Total production and/or import volume for the substance from 2021 to 2023 (in kilograms per year)

Substance information (including CAS number, name, etc.)

Hazard classification

Intended use of the substance
