The CLP Regulation is Regulation (EC) No 1272/2008 on the Classification, Labelling, and Packaging of substances and mixtures. The legislation introduces throughout the EU a new system for classifying and labelling chemicals, based on the United Nations’ Globally Harmonised System or ‘GHS’.

Annex VIII was adopted and was added to CLP Regulation (EC) No 1272/2008 on 22 March 2017, harmonising the information to be provided relating to emergency health response. The regulation stipulates that mixtures which are placed on the EU market and classified as hazardous on the basis of their health and physical effects should be subject to Poison Center Notification (PCN) requirements, and also introduces a new requirement to print a Unique Formula Identifier (UFI) including it in the supplemental information on the labels.

To help simplify the EU CLP compliance, we invited Catherine Cornu, Senior Scientific Officer of ECHA, and Daniele Ape, Scientific Officer of ECHA, to introduce the EU CLP regulation and revisions, as well as the PCN requirements. Mrs. Cornu and Mr. Ape will start from their rich experience in ECHA, stress compliance points and give specific suggestions for the compliance process.

Catherine Cornu - ECHA

Catherine Cornu

Mrs. Cornu has been working at ECHA since it was set up in 2007. She has worked on a range of REACH activities in the Directorate of Registration, in particular pre-registration, dissemination, assessment of confidentiality requests, registration and the 2018 Registration roadmap.

Catherine is Belgian and prior to joining ECHA worked for the Belgian Ministry of Public Health, Food Chain Safety and Environment. She holds a degree in Chemical Engineering from the Free University Brussels and a Ph.D. in Environmental Science from the California Institute of Technology.

Daniele Ape ECHA

Scientific Officer, ECHA

Mr. Ape has extensive experience in chemical regulatory compliance from working in both private and public sectors. Since 2009 Mr. Ape has been working in ECHA as Guidance and Scientific Officer first and Product Manager later. In ECHA Daniele has dealt with many different aspects of all the main EU regulations on Chemicals (REACH, CLP, BPR and PIC). In 2019 Daniele joined the team responsible for setting up and implementing the harmonised Poison Centres Notification system, following both regulatory and technical aspects. He is currently Product Manager for the submission system and the PCN database. Daniele has a master’s degree in environmental sciences in Italy and a European Master’s (2nd level) in risk assessment and risk analysis of chemicals.
