The EU REACH Regulation (EC) No. 1907/2006 has been implemented for more than 10 years. According to the principle of “One Substance, One Dossier”, for substances with dossiers submitted and LR established, companies have to join in the joint submission to comply with the regulation. Companies have to communicate with LR about the LOA purchasing and data sharing fees to complete registration. Though ECHA published several guidance documents on data sharing, LOA fee is always the key element for hindering companies to make the final decisions in having the registration. 3 April 2013, the European Chemicals Agency (ECHA) published an update to the Guidance on Data Sharing pursuant to the conclusion of a full consultation with ECHA partners. The Guidance on data sharing first published in 2007 required an update to take account of the learnings ECHA has made since the conclusion of the first registration deadline. The new guidance hopes to reflect the agency’s experience in implementing the data sharing processes.

ECHA’s first Lead Registrant Workshop for the 2013 deadline has been successfully held on 2 – 3 February 2012 in Helsinki, Finland. This workshop was targeted to registrants who have already informed ECHA of their LR roles or the intention to become a LR. Twenty rewarding presentations were made by ECHA staff and experienced Leads from 2010 to cover key issues of being a competent Lead Registrant. REACH24H Consulting Group, which attended the Workshop as a new LR of two substances, reports from China and Europe.

ECHA Sent REACH Enforcement Forum Revised Draft of Guidance on Data Sharing

The revised draft of Guidance on Data Sharing for phase-in and non phase-in substances under the REACH Regulation was sent by ECHA to the Enforcement Forum and Member State Committee on October 24, 2011.
