The Chinese Ministry of Environmental Protection (MEP) has disseminated today first eleven substances to be approved of Regular Notification under the China New Chemical Substance Notification (NCSN) system, also known as China REACH. Depending on their environmental management intensity, four of the published new substances are classified as “hazardous chemical substance”; six in the scope of “hazardous chemical substance of high environmental concern”; and one dye chemical substance registered as “general chemical substance”. One alkyl ester substance has been registered through joint notification (see how difficult to apply a joint notification).
China continued ADM on catechol from USA and Japan

On May 22th, China’s Ministry of Commerce (MOFCOM) released Announcement No. 20 of 2012 on the final ruling of the Anti-Dumping investigation over imported catechol from US and Japan during the expiry review period start on May 22th, 2006. China will extend the anti-dumping measures ADM for another five year for the imported chemicals will harm China’s Domestic caterchol industry.

The Guidance for the Identification of Fast Testing Methods for Health Food and Cosmetics was formulated by State Food and Drug Administration (SFDA) according to Food Safety Law and its implementing regulations and Regulations Concerning Hygiene Supervision over Cosmetics, in order to enhance the inspection and testing ability of health food and cosmetics and further improve Fast Testing Methods to ensure the fast testing scientific, impartial and effective.

Chinese Ministry of Commerce (MOFCOM) has announced on 16th May that China will terminate its anti-dumping measures (ADM) against methyl ethyl ketone (MEK) imports originated from Japan, Taiwan and Singapore, if no dissenting petition arises from domestic industry representatives or individuals within 60 days prior to this decision.

With serial of non-compliant hazardous chemical goods been investigated by local Customs Inspection and Quarantine Since China’s new customs clearance order targeting entry-exit hazardous chemicals took effect in February 2012 (see REACH24H news on 14 Feb 2012), large sum of the chemical goods have been rejected or withdrawn from the entry port, which cost the importers much money and time during their custom clearing.

The Ministry of Industry and Information Technology (MIIT) of China has launched a program on 25 May to collect information about safe alternatives of toxic and hazardous raw materials (products) (hereinafter as “safe alternatives”) among the industry. This notification is aimed for tox-free or hazard-free raw materials (products) what industry is in urgent need of developing and promoting in order to eliminate or avoid from source the outcome of production pollution, according to the China MIIT notice.
