REACH24H Consulting successful in obtaining CHINA REACH Registration Certificate

On March 15 2011, REACH24H Consulting China successfully obtained one of the first batches of registration certificates for notification of a substance under China REACH. The certificate was issued by the China Ministry of Environmental Protection (MEP) and will facilitate the production activities for the company for which the notification was made for.

 

 

REACH24H Consulting applied for the notification three months ago. Under the new regulation applications are submitted to the CRC which processes the application and evaluates its technical completeness. The certificates are then issued by the MEP.

 

China published Measures on the Environmental Management of New Chemical Substances as the regulation to manage new substances in China. The revised version of Measures on the Environmental Management of New Chemical Substances has been dubbed 'China REACH' since it draws on many elements of REACh. This aims to control the manufacture, import and use of chemicals and has similarities with the EU REACH regulations.  According <Measures on the Environmental Management of New Chemical Substances> management of the relevant provisions of the special circumstances declaration, substances must be registered under China REACH. The Chinese Government published the amended legislation on 19 January 2010 which came into force on 15 October 2010.

 

The main China REACH obligations are on manufacturers of substances in China and importers of substances into China. The change is that there is now a clear reference to the GHS (Globally Harmonized System) labeling system that is being adopted in the EU and most other countries world-wide.

 

Notification of new chemicals is required, irrespective of concentration and notification is only possible by a registered Chinese entity
