The Inventory of Existing Substances in China (IECSC) contains all the chemical substances used in China between 1992 and 2003. If a substance is not included in the IECSC, the production, import or processing use of this substance in China without registration is prohibited. Following the online and formal searches, if the substance is not included on the IECSC, it is a currently a new substance in China. The 2010 IECSC inventory includes 45,602 substances.

The substances can be searched in the IECSC using the English, Chinese name or the CAS number. If the substance is not included in online inventory search, it does not necessarily mean the substance is a new chemical substance in China.
It is recommended to apply for an IECSC Comprehensive Search to verify the confidential substances on the inventory in order to avoid unnecessarily preparing a registration for what is considered an existing substance under China REACh. If the substance has been manufactured, imported, sold or used in China before 2003, an IECSC Supplementation may be applied for to include the substance in the IECSC.
