The notificant is the main party in the registration process of a new substance under China REACH. The notificant or its Chinese ‘OR’ should confirm the substance is a new substance by checking the IECSC both online and through a formal inquiry to the Chemical Registration Centre (CRC).
If the substance is a new substance it would require notification before being placed on the Chinese market. The relevant data and information would be gathered depending on the notification type, and the notification dossier would be submitted to the CRC-MEP. Simplified notification generally applies to substances <1 tonnes per annum. Substances that are imported/manufactured in quantities of > 1tonnes per annum can be notified in four different tonnage bands under regular notification: 1-10, 10-100, 100-1000 and 1000+ tonnes per annum.
Following processing and evaluation, the MEP issue's the successful notificant with a registration certificate. The notificant is required to fulfill certain post-notification obligations until the substance is included in the IECSC inventory. Once the substance is included in the inventory, it is no longer a new substance and is not under the scope of the China REACh regulation.
The post notification obligations depend largely on the management category the substance is classified in following registration. Only substances registered through regular notification shall be included in the IECSC inventory.
