In accordance with the China REACH (Measures on Environmental Management of New Chemical Substances), New Chemicals must be approved by the CRC if they are not included in the IESCS by 30 December 2004.
According to the provisions, a New Chemical applicant must submit to CRC a dossier for formal technical review including:
- Extensive physical data
- Eco-toxicity testing
- Toxicity
(The regulation specifies that certain tests must be performed in China.)

- Consultation of test solutions
- Contact with testing institutions
- Communication with the authority

- Submission of notification data
